Kearney Tax Increment Financing Projects

A plain-language guide to publicly available information on Tax Increment Financing (TIF) and community redevelopment projects in the City of Kearney, Nebraska (Buffalo County). Built for residents, candidates, and researchers who want official numbers and documents in one place.

In Nebraska, TIF is authorized by the Nebraska Community Development Law (state statute 18-2101 and following). Cities may use the increase in property tax revenue from a redevelopment project (the “increment”) for a limited time to help pay eligible public improvements in areas designated blighted and substandard. Taxes on the original value keep going to schools, the county, the city and other local governments; only taxes on the added value go to the project during the TIF term (typically up to 15 years, or until the obligation is paid).

How to read these numbers: “Base value” is the taxable value before the redevelopment improvements. “Excess” or increment value is the increase after improvements. TIF payments to a redeveloper generally come from taxes on that increment, for a capped dollar amount or term of years—whichever comes first under the redevelopment contract.

“Blighted and substandard” is a legal label in state law. The City Council adopts it after a study, and it makes an area eligible for TIF. It doesn’t mean every property in the area is run-down.
